The special meeting of the Arlington Selectboard was called to order at 7:00pm by chairman Keith Squires. Mr. Squires stated that the purpose of tonight’s meeting was for signing warrant orders, and for discussion of late file homestead declaration penalties.
Warrants & Orders: Mr. Harvey made a motion to authorize payment of Warrant Order #19 dated 10/02/12 for the amount of $59,555.00. Seconded by Mr. Jennings. In discussion, Mr. Harvey noted that $48,413.38 was to Herrmann Construction for the 80% of Herrmann’s invoice #2, and $2697.54 to ESPC for 80% of their final invoice # 20091203-13, along with several other invoices on this general warrant. Motion carried. Mr. Harvey made a motion to authorize payment of Warrant Report #12-10C for the amount of $12,777.72 from the Capital fund for payment to ESPC, and to Herrmann Construction, Inc. Seconded by Mr. Jennings. In discussion, Mr. Harvey noted that $12,103.34 goes to Herrmann Construction for the Town’s 20% of Herrmann Invoice #2, and $674.38 to ESPC for the Town’s 20% of ESPC Final Invoice #20091203-12. Motion carried.
Homestead Declaration Penalties: Treasurer Linda Crosby was present to address the Board regarding the issue of ‘Late File Homestead Declaration Penalties’. She noted that at last year’s October 31, 2011 meeting – the Board made a motion, seconded and passed to not assess the penalties for 2011. There was discussion at that time and Board members felt that they needed time to better understand this issue and to be better able to inform the public about these penalties. Linda reviewed the current status, noting that there were six (6) taxpayers that fall into this category this year for a total amount of $1802.00. Linda clarified this issue for the Board and there was discussion on this issue. Board members felt that the taxpayers were trying to “do the right thing” and thus should not be penalized. Mr. Mattison made a motion to waive the homestead declaration penalties for 2012. Seconded by Mr. Harvey. Motion passed unanimously. Mr. Squires stated that the Board should consider putting a policy together regarding this issue. Linda noted that it might be best not to set a policy at this time as next year we have to ‘declare’ again.
Mr. Mattison made a motion to adjourn the meeting. Seconded by Mr. Harvey. Motion carried. The meeting was adjourned at 7:25pm.
